I am facing the same problem which Sennheiser123 already stated above
And I have tried to recalibrate the -60db settings for myself using vu editor
It works nice and can match the value of foobar2000 vu meter finally

But one biggest problem is that the needle won't really stay on -60db even I have already set it to
For example from the first screenshot, I have set the position where the needle should be placed when there is -60db under vu editor angles mode
But from the second screenshot, the needle is not really placing where I have just set in the vu editor angles mode
And from the third screenshot, the real scene when using the vu in foobar2000, the needle is really placing in a wrong place when there is no any playback
I want to know if this is a bug of the vu editor and how can I solve this problem?
Any help would be appreciated, thank you.

Но на втором скриншоте видно, что стрелка находится не там, где я её только что установил.
А на третьем скриншоте (реальная ситуация в foobar2000) видно, что когда нет воспроизведения, стрелка стоит в совершенно неправильном месте.
Хотелось бы узнать, баг ли это самого редактора и как можно это исправить? Буду благодарен за любую помощь, спасибо.

I am working on the accuphase vu previously and without any panel on it to make it clean, but unfortunately there is still problem in between the -40db to -60db stated before, I guess it may be a bug of the vueditor and also I cannot find any newer version of it to try fixing the problem, the current version I have is 2013/2/18, and I found other people is having the same problem in 2021 on the forum: https://foobar2000.club/forum/viewtopic.php?t=4061&start=360, so the problem may be common if wanna create a vu that match the real value (-60 to +3)

It does required some workaround in order for the needle to stay at -60 when nothing is playing
For example, the needle should be placed at angle -46.4 originally, but when previewing or exporting it, the needle will just not be placed at -60 but instead placing like -59 or -58 etc
So I have to add an extra offset for it like setting the needle to angle -49.7 so it can stay at -60 when previewing and exporting finally
You can also check that using the source file in vueditor

I haven't tried other vu meter plugin so far or may have a look later, but as you mentioned the skins cannot be changed then it is not quite meaningful as I like the vu meter of accuphase or mcintosh mainly

Например, изначально угол должен быть -46.4, но при предпросмотре или экспорте стрелка не встает ровно на -60, а останавливается где-то на -59 или -58. Поэтому мне приходится добавлять дополнительное смещение (offset) — например, выставлять угол -49.7, чтобы в конечном итоге при предпросмотре и экспорте она замирала ровно на -60.

Вы можете проверить это сами, открыв исходный файл в vueditor.

Другие плагины VU-метров я пока не пробовал, возможно, посмотрю позже. Но раз, как вы упомянули, скины менять нельзя, то особого смысла в этом нет, так как мне в основном нравится стиль индикаторов Accuphase или McIntosh.
